Reported statements express someone’s message within a reporting clause. Say normally takes a clause; tell usually names the recipient before the clause.
Say normally introduces the message; tell usually names the listener before the message. A past reporting verb often leads to backshift, but the reported time and continuing truth matter. Use pronouns that fit the reporter's viewpoint.
