A past reporting verb often triggers backshift, but a reporter may retain present forms for still-valid information or choose tense according to current perspective.
Backshift presents the message from a past reporting point: is can become was, and has done can become had done. A present form may remain when the reporter treats the fact as still true. Do not backshift mechanically when it distorts the intended timing.

Remember: Past perfect does not normally backshift further.
