After see, hear and watch, object + bare infinitive can present a whole event; object + -ing highlights an event in progress.
After see or hear, a bare infinitive can present an event as a whole, while -ing presents it in progress. Both can be correct with different focus. In a passive construction, the bare infinitive often becomes a to-infinitive.
