Wish and if only use past forms for an unreal present and past perfect for regret about the past. Wish + would can express desired change or irritation.
Wish + past form expresses an unreal present situation. Wish + past perfect expresses regret about the past. Wish + would often asks for a change in another person's behaviour or an external situation, not a simple statement of your own future plan.
