A non-defining relative adds supplementary information and is set off with commas. Use who or which rather than that, and retain the relative expression.
A non-defining relative adds information about an already identifiable referent. Use commas and retain who/which; do not use that in the ordinary supplementary pattern. Removing the extra clause should leave the main identification intact.
