Should have evaluates an unfulfilled past expectation or duty. Could have can express an unrealized opportunity; need not have often describes an unnecessary completed action.
Should have often criticises or regrets a past action that did not happen. Could have may describe an unused opportunity. Needn't have usually means the action happened but was unnecessary; didn't need to does not by itself tell us whether it happened.
