Whether and if introduce embedded yes-no questions. Whether is preferred or required with infinitives, after prepositions and before a directly following or not.
Both if and whether can introduce embedded yes-no questions. Use whether before an infinitive and after a preposition. Whether or not can stand together; if or not is not the ordinary equivalent in that position.
