A that-clause can function as a complement after verbs, nouns or adjectives. In some object-complement positions that may be omitted.
A that-clause can express the content of a thought, statement or belief. That can often be omitted after common reporting verbs, but keeping it may improve clarity. Do not confuse content that with a relative pronoun identifying a noun.
