A prepositional verb selects a preposition whose object follows it. Unlike separable particle constructions, a pronoun normally stays after the preposition.
A prepositional verb takes its complement after the preposition: listen to her, not listen her to. This differs from separable turn it off. Some dictionaries use phrasal verb broadly, but the grammar distinction helps you place pronouns correctly.
