Partitives count portions, containers or units of uncountable substances. The unit noun takes the number and plural ending.
Count the unit, not the uncountable noun: two bottles of water, not two waters in the ordinary substance meaning. The unit can be a container, portion or measurement. Agreement follows the head unit: a bottle is, two bottles are.
